6032 Director of Capital Projects
A capital project can range from being a small project to a large and high-cost project. The duties of the Capital Director (CD) involve managing improvements, and/or the construction of a capital project.
The CD oversees the entire process and has ultimate accountability to ensure a project has been completed in accordance with the contract, and within the established budget.The CD’s general duties include planning, coordinating and budgeting a wide variety of projects. From the conceptual development stage through final construction, the CD plays a central role in ensuring the successful completion of all projects. This includes selecting, hiring and supervising special trade subcontractors, such as electricians and plumbers and directing subordinates.
Duties also include evaluating consultant contract payment requests to ensure accuracy and completeness. Addition. Forward thinker with re to capital, systems and facilities 5, 10, 20-year view. Essential Functions and Duties: Work closely with regulatory agencies and have a general knowledge of the local town, city and state building codes and permit processes.
Develop Habitability Plans when necessary and appear before Housing Hearings in defense of these plans. Cultivate and maintain a relationship with LADBS and LADHI, SCAQMD, County Inspectors,
City Counsel Deputies, LAFD Inspectors, OSHA inspectors, DF&G, Insurance, and Loan inspectors, and any other State or Federal Agencies that may have an interest in our projects.
Understand and engage in Company’s financial budgeting process; timeline management; estimating; bidding and contract execution. Be able to define the scope of a project, and be able to maintain and expand and or minimize the scope of work as needed. Initiate bid solicitations and the overall bid process for capital projects. Contract preparation and negotiation. This position will have to report findings to the Executive Committee and Ownership from time to time.
Manage and track multiple projects simultaneously. Coordinate and oversee multiple projects with overlapping completion dates, and deliver targets on time and within budget. On an annual basis during Q3, provide capital expenditure projections for the budget preparation.
Perform semi-annual capital building inspections. Facilitate Capital Improvement budgeting and forecasting. Ability and experience working with architects, engineers, and contractors on small and large scale projects with multiple design-build elements and with a focus on value engineering.
Using the Company’s Purchase Order system, manage and audit invoices relative to capital projects. Ability to write reports, performance evaluations, meeting minutes, correspondences, and scope of work for contractor bid reports and updates. Generate and manage the production of 5-10-year capital programs as part of the annual budgeting and business plan process.
Negotiate and execute contractor/vendor agreements, and manage cost or scope variations throughout the duration of work as it relates to capital projects. Review and approve capital project expenditures and contractor/vendor applications for payment. Develop and maintain project schedules and project reporting on a designated timeline basis. Prepare check requisitions/requests and do research to ensure that Company is using the most cost-efficient method of allocated budget for expenses/purchases.
Should be proactive in making recommendations for budget allocations and vendor changes as necessary. Routinely inspect capital projects for regulatory compliance. Plan, develop and prioritize projects. Direct work for subordinates. Comply with federal, state and local laws and regulations; follow all safety standards and company policies and procedures; and ensure compliance with applicable building and safety codes to include OSHA, Fair Housing, etc.
Comply with Company policies and procedures, including standards of performance (SOPs). Maintain confidentiality of Company information in the course of business regarding residents, supervisors, employees, vendors, regulatory agencies, etc.

Desired Education, Skills and Experience:
In-Depth knowledge allows DC to work more independently. DC must be able to coordinate several major activities in tandem.
Knowledge of computers and software programs are essential for job costing.
A Bachelor’s degree in engineering, construction management, or related field.
Five years of related experience including two years of supervisory experience managing a staff of 2-3 employees within Capital Department.
Be organized and proven multi-tasker.
Computer skills in Windows, Excel, Microsoft Project, and Visio.
Possess major Rehab and Multi-Family Renovation experience. Exhibit strong management skills with the ability for independent management of multiple projects.
